SK ID Solutions, together with Civitta Eesti, has won a tender published by the Nordic Council of Ministers for an analysis on identity and record matching in the Nordic-Baltic region, including Greenland and the Faroe Islands. The analysis aims to support the region in implementing the regulation on electronic identification and trust services for electronic transactions in the internal market and the Single Digital Gateway Regulation.

The report resulting from the analysis will identify and describe present national barriers related to identity and record matching, which inhibit the provisioning of online services in the SDGR, and for service provisioning in general. The report will map the availability of relevant data and provide best-practice suggestions to the overall region as well as national administrations, policy makers, and relevant projects of the Cross Border Digital Services Program on how identity and record matching can be implemented across the Nordic and Baltic countries.

The report resulting from the analysis will also consider relevant European initiatives such as the European Interoperability Framework, as well as the recently proposed Interoperable Europe Act, but also other initiatives that could impact how identity matching in the Nordic Baltic countries is to be developed.

The Nordic Council of Ministers agreed on Vision 2030 in August 2019, with the goal of becoming the most sustainable and integrated region in the world by 2030. The work of MR-DIGITAL on delivering cross-border digital services supports the integration of the region, as set out in the ministerial declaration Digital North 2.0 and operationalized by the CBDS Program.

As the implementation date for the SDGR and its 21 prescribed online procedures approaches, national administrations face a dual challenge of enforcing two complex and resource demanding regulations. Resolving key obstacles through cross-border cooperation is crucial.
